OCW (OpenCourseWare) and MOOC (Open Course Where?)

From the beginning, Open Educational Resources have had a clear and easy definition. Hewlett’s updated OER definition begins: “OER are teaching, learning, and research resources that reside in the public domain or have been released under an intellectual property license that permits their free use and re-purposing by others. Open educational resources include full courses, course materials, modules, textbooks, streaming videos, tests, software, and any other tools, materials, or techniques used to support access to knowledge”. But what one person says is not always what another one understands and, in general, the term “open” has had very different meanings: accessible, reusable, free, without restrictions... These different meanings are not very useful to promote and spread OER, especially because they create insecurity both in users and content developers. What is the reason for the confusion?
