As the association of higher education institutions in computer science and information technology, Aptikom has been appointed by the government to promote the massive implementation of open education concept within the archipelago of Indonesia. Through a consortium of a good number of colleges and universities, Aptikom has introduced the framework to help numerous different stakeholders in understanding such a new movement. Working together with the office of Indonesian Vice President and the Ministry of Education and Culture, Aptikom has designed a national program on promoting, educating, and socialising open education initiatives throughout the nation. Since in the past there had been also a sporadic movements from different people in promoting open education, a harmonisation and synchronisation effort should be made. All of these efforts are done by categorising the open education movement into three different domains, namely: Open Content, Open CourseWare, and Open Campus. Moreover, together with Pustekkom, the Center of Information Technology for Education, Aptikom is also designing the infrastructure architecture for implementing open education in higher learning institution community. This article presents the open education architectural framework that is used as a common language among stakeholders in harmonising the initiatives nationwide and the infrastructure framework as the reference to develop the technology ecosystem. Several websites are developed and introduced to the public such as http://www.oer-indonesia.com (Open Content), http://www.kditt.com (Open Courseware), and http://www.e-aptikom.com (OpenCampus).
