Key Messages: This session will explore how science diplomacy can help SouthEast European countries cooperate on the responsible governance of emerging technologies such as artificial intelligence, biotechnology, quantum technologies, neurotechnology, and Earth observation. Speakers will reflect on the geopolitical debates around open science and technological sovereignty, emphasising the importance of inclusive approaches that prevent smaller and non-EU countries from being left behind. Building on the 2021 UNESCO Recommendation on Open Science, the session will underline the role of science diplomacy in bridging divides, nurturing trust, and ensuring that access to frontier knowledge is guided by principles of equity, sustainability, and shared responsibility.
